The  Kyrgyz Republic has received a grant from Eurasian Fund for Stabilization and Development to fund “Karavan zdoroviya (Health caravan) project in the Kyrgyz Republic“ and intends to spend part of funding for procurement of consulting services.

The consultant’s services include expenses and financial statement audit on the project “Karavan zdoroviya (Health caravan)  in the Kyrgyz Republic“ for the period March 17, 2020-December 31, 2020, January 01, 2021- December 31,2021 and January 01,2022 – December 30, 2022.

More detailed information on services (Terms of reference) is attached to the current request for expressions of interest.

The estimated date of contract duration is until June 30, 2023. The estimated date of signing the contract is May-June 2021.

AIDS Infoshare Foundation for prevention and control of HIV and other infectious diseases (Project implementation Unit) invites eligible companies («Consultants») to submit the expressions of interest to provide the services. Interested Consultants should provide information stating that they have the necessary qualification and relevant experience to perform the services required (description of similar assignments, experience of work in similar environments, availability of resources to perform the work and etc.).

Criteria to be selected to a short list:

  • Consultant experience in providing audit services in the government sector no less than 5 years;
  • Consultant experience in providing minimum of 3 similar assignments within audit reviews of financial statement of the projects, financed by international financial organizations during the last 5 years.

The Consultants can not associate with other firms in the form of a joint venture (JV) or engage sub-consultants.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011. Revised in July, 2014] (Guidelines on the Selection and Employment of Consultants), setting forth the World Bank’s policy on conflict of interest

Consultants will be selected using the Least Cost Selection (“LCS”) method set out in the Guidelines on the Selection and Employment of Consultants and in accordance with the Procurement Policy for EFSD funded projects.

Expressions of interest must be delivered in a written form in English or in Russian (one stamped copy) to the address below (in person, or by mail, or by fax, or by e-mail in Adobe PDF) no later than May 14, 2021. The application should clearly indicate the number and title of the task: “Organization of the financial statement audit Part 1 and 3 of the project,  Ref# LCS KR 4.1”.
