The Kyrgyz Republic has received a grant from Eurasian Fund for Stabilization and Development toward the cost of the project “Karavan zdoroviya (Health Caravan) in the Kyrgyz Republic and intends to apply part of the proceeds of this grant to payments for goods, works, related services and consulting services to be procured under this project. The project will include the following components:

1. Procurement of Goods.

1.1. Procurement and delivery of 2 (two) mobile clinics and crew bus awarded by International Competitive Bidding.


2. Procurement of Consultant Services.

2.1. Development of regulator and technical documentation for the operation of the Health Caravan (4 experts).

2.1.1. 1st expert – Development of instructions for labour and safety for each workplace in the “Health Caravan” mobile clinics; Development of an adapted manual “On the mode and conditions of using medical equipment in “Health Caravan” mobile clinics for medical profession”, based on manufacturers ‘operating instructions and other technical documentation. Definition of rules of work of road trains at liquidation of consequences of natural disasters and other extraordinary events.

2.1.2. 2nd expert – Development of a procedure for medical prophylactic examinations of certain population groups on the basis of “Health Caravan” trains; screening plans for various groups of infectious diseases, including COVID-19 infection and viral pneumonia and screening tests for selecting patients for in-depth examination (taking into account region-specific risk factors).

2.1.3. 3d expert – Development of methodological recommendations for conducting medical professional examinations for non-communicable diseases; screening plans for different disease groups and screening tests for selecting patients for in-depth non-communicable disease screening (taking into account region-specific risk factors).

2.1.4. 4th expert – Elaboration of sanitary-epidemiological rules and regulations for “Health Caravan” mobile clinics; methodological recommendations on prevention of certain types of infectious diseases, including rehabilitation after COVID-19 infection, during medical preventive examinations in “Health Caravan” road trains.

2.2. Production of outreach and awareness-raising videos.

3. Organization of training for medical and technical specialists working as part of a mobile clinics brigade.

3.1. Logistics of training 1-3 (training of specialists: medical coordinators, nurses-registrars and specialists of the Ministry of Health and territorial medical insurance funds): Travel arrangements, accommodation of participants, rental of premises, coffee breaks, information materials).

3.2. Training of medical specialists, including

3.2.1. Contract with the first lecturer for training specialists in the detection of malignant tumors, endocrine pathology.

3.2.2. Contract with the second lecturer for training specialists in evaluation of the results obtained during functional investigations of cardiovascular system.

3.2.3. Contract with the third lecturer for training specialists in respiratory system assessment, including tuberculosis, prevention and detection of diseases in this area.

3.3.Training of technical specialists.

3.3.1. Contract with the lecturer for training in operation and repair of medical equipment, operation and repair of rolling stock.

3.4. Training of monitoring and evaluation specialists

3.4.1. Contract with the 1st lecturer for training to use of medical statistics methods.

3.4.2. Contract with the 2nd lecturer for training to determine the quality of medical services rendered.

4. Building of a project monitoring and evaluation system.

4.1. Preparation of an assessment report (2 consultants), incl.

4.1.1. Contract with the 1st consultant to prepare a report regarding:Compliance of medical services in the ” Health Caravan” mobile clinics with the stated goals and objectives of the project; determining the quality of the medical services provided (as well as analyze the factors affecting the quality).

4.1.2. Contract with the 2nd expert to prepare a report in terms of determining the effectiveness of the organization of work.

5. Audit

Procurement of contracts will be conducted through the procedures as specified in the Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, and will be open to all bidders from eligible source countries as defined in the guidelines and is open to all eligible bidders  as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011.
