  1. Q.: The auction documentation mentions the reduction of EEU We are talking about the Eurasian Economic Union (EAEU)?

Answ.:  Yes, we are talking about the Eurasian economic Union


  1. Q: Should the contract price (clause 15. Section VIII) be less or equal to the Financing Agreement Amount (ITB 2.1 Section II)

Answ: Contract price must be less than the amount of the Agreement. The amount of the Agreement is the total amount of the Grant allocated by the Eurasian Development Bank (EBD) to the Republic of Tajikistan


  1. Q.: Is the amount of 2 048 000 US dollars the price of the Contract?

Answ.:  Amount of 2 048 000 US dollars is the whole amount of Grant allocated by the EDB to the Republic of Tajikistan


  1. Q.: When will this Contract price be known?

Answ.: We would like to draw your attention to the fact that International competitive bidding (ICB) is not carried out by auction.
The contract price is not announced under the terms of international competitive bidding conducted in accordance with the Guidelines: Procurement of goods, works and non-consulting services by world Bank borrowers under IBRD loans and IDA loans and grants (January 2011). The winner is the company that offers the lowest price and terms that fully meets the technical and qualification requirements specified in the bidding documents.


  1. Q.: What is the contract Currency: US dollars or Russian rubles (at the exchange rate of the Central Bank of the Russian Federation at the time of the offer)?

Answ.:  The Contract price will be fixed in dollars at the time of the submission of the proposal, provided that the proposal does not contain any arithmetic errors and it fully meets the technical requirements of the Purchaser.


  1. Q.: Will the payment under the Contract be made in Russian rubles equivalent to US dollars at the exchange rate ruling on the day of transfer? 

Answ.:  The currency of the contract will depend on the country of the winning Bidder of ICB and, accordingly, on the currency legislation of that country. In case of concluding a contract with a Russian company, it is assumed that payment will be in rubles at the exchange rate of the Central Bank of the Russian Federation on the day of payment.


  1. Q.: The amount of the Performance Security shall be 3(three) percent of Contract Price (GCC 18.1 Section IX).Is contract Price equal to the amount of the agreement?

Answ.:  No , as already written above, the Contract price is the price of the ICB winner’s proposal.
The amount of the Agreement is the amount of the Grant provided by the EBD to the Republic of Tajikistan.


  1. Q.: Bank guarantee for an amount equivalent to the advance (GCC 16.1 Section IX). Is the amount of the advance calculated from the Contract amount?

Answ.:  Yes.Right


  1. Q.: Should insurance on an “All Risks” be calculated(GCC 24.1 Section IX) based on the Contract price?

Answ.:  Yes.Right


  1. Q.: Is it mandatory to have experience (BDS 11.1 (j) Section II) in supplying both the mountain regions of the countries of the Eurasian economic Union (EEU) and the countries of Central Asia at the same time?

Answ.:  Yes, the experience of the Bidder must meet all requirements of paragraph (BDS 11.1 (j) section II).


  1. Q.: Can a third party (manufacturer) act as a guarantor of confirmation of this experience for the Bidder?

Answ.:  Yes, it I possible. The Bidder must submit the authorization document (letter) from a third party (manufacturer) , who in turn shall conform to clause 11.1 BDS, that is, must have at least three years’ experience in this field and at least 3 (three) successfully completed a major contract for the supply and commissioning of similar (items of equipment) mobile medical complexes in the mountainous regions of the EEU and the countries of Central Asia. In order to confirm the experience of a third party (manufacturer), copies of the relevant contracts must be submitted


  1. Q.: Can delivery of mobile medical complexes only to regions of the Russian Federation with complex geographical terrain (on the chassis and with engine power that matches the characteristics specified

Answ.:  In accordance with clause 11.1 Section II. BDS, it is desirable that the Bidder has experience in the successful delivery and commissioning of similar mobile medical complexes (in terms of equipment nomenclature) both in the mountainous regions of the UES countries and in the countries of Central Asia

  1. Q.: The documentation mentions the Kyrgyz Republic – in section 3 of clause 3.1. (C) and section 9 of clause 1.1.(o).

Answ.:  We apologize. This is a misprint. Must be written Republic of Tajikistan


  1. Q.: The documentation is published in two languages. If there are discrepancies in these documents, what is the priority language for documentation?

Answ.:  English is the priority language


  1. Q.: The auction documentation indicates the total amount of the grant. How to find out the maximum cost for each individual article, that is, separately for the supply of mobile complexes, for delivery to the Recipients, insurance, etc.?

Answ.:  Once more we would like to draw your attention to the fact that this procurement is not carried out by auction.

Answ.:  As it is indicated in Invitation for bid all bids must be accompanied by a bid security of not less than 10 000 USD

Q.: Can a bidder be a company that does not fully comply with the requirements, in terms of confirming the experience of delivering products to both the mountain regions of the countries of the Eurasian Economic Union and to the countries of Central Asia, but at the same time having authorization from the manufacturer

Answ.:  Yes, it is possible. In this case, the Bidder must provide an authorization document (letter) from the manufacturing company, which in turn must comply with the requirement of clause 11.1 of the Tender Offer Information Card, that is, must have at least three years of experience in the field in question and at least 3 (three) successfully completed major contracts for the supply and commissioning of similar (by equipment nomenclature) mobile medical complexes to the mountainous regions of the EEU and Central Asian countries.
