The Kyrgyz Republic has received a grant from Eurasian Fund for Stabilization and Development toward the cost of the “Karavan zdoroviya (Health caravan) in the Kyrgyz Republic project and intends to apply part of the proceeds for consulting services.

The Consulting services (“Services”) include the creation of 40 units of information and educational videos, lasting from 1.5 to 3 minutes (20 of them in Russian and 20 in Kyrgyz) about diseases characteristic of the population of the Kyrgyz Republic, the need for their diagnosis, prevention and timely treatment.

More detailed information about the Services (Terms of Reference) is attached to this invitation to expressions of interest.

The approximate estimated cost of the Services ranges from $ 20,000 to $ 25,000. Information on the cost of the Services is indicative. The Consultant has every right to offer a different amount.

The term for the execution of the contract is 120 days from the date the contract enters into force. Estimated date of the contract сconclusion is March-April 2021.

Foundation for prevention and control of HIV and other infectious diseases (AIDS Infoshare) – Project implementation Unit – will invite eligible firms (“Consultants”) to express interest in providing said Services. Interested Consultants should provide information that they have the necessary qualifications and relevant experience to perform the required Services (description of similar assignments, experience in similar conditions, availability of resources, general qualifications (CVs are not required), etc.)

The shortlisting criteria are:

1. The consultant should have at least 3 years of experience. 2. The Consultant shall have the following key specialists:2.1. Director (coordinator);2.2 Screenwriter;2.3. Producer;3. The Consultant must have an active website or social media profile providing information about the Consultant’s services and completed projects.4. The Consultant must have a portfolio of at least 10 completed projects, at least 3 of which must be medical and/or social.5. The Consultant should have experience in international projects and/or products for Eastern European and Central Asian countries.6. Consultant should have an account and give access to view his completed projects on platforms such as VIMEO and/or YouTube, or provide showreel. Consultants may associate with other firms in the form of a joint venture (JV) or engage sub-consultants to enhance their qualifications (please clearly indicate the status of the association, such as “JV” or “Sub-consulting”). In the case of a JV, several types of powers of attorney are required: (i) a power of attorney addressed to the authorized representative of each partner in the joint venture, (ii) a power of attorney addressed to the representative of the lead partner for the right to represent all partners in the JV, and (iii) “Letter of Intent” or a copy of the current JV agreement. In the event that a contract is awarded to a joint venture, each of the partners shall be jointly and individually liable to the Customer for all obligations of the Consultant under this Contract.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011. Revised in 2014] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest

A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in “Consultant Guidelines”, and in accordance with the Procurement Policy for EFSD-funded Projects.
